2027 Open Enrollment: November 1, 2026, January 15, 2027. MNsure's window for 2027 coverage opens Sunday, November 1. Enroll by December 15, 2026 for coverage starting January 1, 2027. Enrollments from December 16 through January 15 start February 1, 2027. Insurers have filed proposed 2027 rates, but they are not final yet, so plan to compare this fall.
Have a UCare individual plan? UCare individual and family plans end after 2026. Medica acquired UCare's individual business, and UCare members will be matched to the most similar Medica plan (Engage by Medica, Essentia Choice Care with Medica, or Medica Applause) starting January 1, 2027. You can keep that match or pick any plan during Open Enrollment. What UCare members should do next.

Minnesota runs its own exchange, MNsure. It is the only place to claim the premium tax credits and cost-sharing reductions that lower what you pay. You can also buy individual plans directly from a health plan or through an agent, but those purchases carry no subsidy. For 2026, five health plans offer 19 networks in the individual market, and 16 of those networks are sold on MNsure.
As a certified MNsure broker, we are a free resource: we compare the plans offered in your county, check that your doctors and prescriptions are covered, and make sure your income estimate captures the savings you are owed. Read our full MNsure, MinnesotaCare & subsidies guide.
Does Minnesota have its own health insurance exchange?
Yes. Minnesota uses MNsure, a state-based marketplace. You can apply there on your own, or a certified MNsure broker can enroll you inside MNsure and compare the plans in your area at no extra cost.
When can I enroll for 2027?
Open Enrollment for 2027 coverage runs November 1, 2026 through January 15, 2027. Enroll by December 15 for coverage starting January 1, or by January 15 for a February 1 start. Outside that window, a qualifying life event such as losing coverage, moving, marriage, or a new baby opens a Special Enrollment Period.
Are premiums going up for 2027?
Insurers have filed proposed 2027 average increases of about 10% to 13% in the individual market: Quartz 10.0%, Blue Plus 10.3%, HealthPartners 12.3% to 12.4%, and Medica 13.0%. These are proposals, not final rates. For 2026, approved increases averaged 21.47% across the market.
What is MinnesotaCare?
MinnesotaCare is Minnesota's Basic Health Program for people with income generally above 133% and up to 200% of federal poverty guidelines who do not have other qualifying coverage. Premiums run from $0 to $80 per person per month on a sliding scale. You apply through MNsure.
Will an agent cost me more?
No. Premiums are set by the health plan and are identical whether you enroll alone or with a licensed agent. Carriers pay us a commission after you choose a plan.
Networks are the real decision in Minnesota
Minnesota plans are built around provider networks, and each network covers a different set of counties. Every Minnesotan has at least two insurers to choose from on MNsure, and most have three or more, but the right one depends on which clinics and hospitals you use.
What we check for you
- Which networks are sold in your county, on and off MNsure
- Whether your doctors, clinics, and hospital are in each network
- How your prescriptions are covered on each plan
- Your tax credit or MinnesotaCare eligibility
What changes for 2027
- UCare individual plans end after 2026, members move to Medica
- Aspirus Health Plan is new to MNsure for 2027: ask us whether it serves your county
- 2027 rates are proposed, not final
- Minnesota's reinsurance program is authorized through plan year 2027

Minnesota coverage questions
Which companies sell individual health plans in Minnesota?
For 2026: Blue Plus (Blue Cross and Blue Shield of Minnesota's HMO), HealthPartners, Medica, Quartz, and UCare. UCare individual plans end after 2026, and Aspirus Health Plan joins MNsure for 2027. See our carrier directory.
Can I get a tax credit if I buy directly from a health plan?
No. Premium tax credits and cost-sharing reductions are available only through MNsure. We enroll you inside MNsure so any savings you qualify for are applied.
Is Medicare Supplement different in Minnesota?
Yes. Minnesota is a Medigap waiver state, so it uses its own standardized plans (Basic, Extended Basic, and several cost-sharing designs) instead of the federal lettered plans. See our Minnesota Medicare Supplement guide.
Is short-term health insurance sold in Minnesota?
Minnesota law allows it with tight limits, but we could not confirm any company currently selling it here. See our short-term rules and alternatives page.
Can you help my small business?
Yes. Minnesota small group coverage is for employers with 1 to 50 employees, and we compare Blue Cross, HealthPartners, Medica, Quartz, UnitedHealthcare, and Sanford. See our group page or ICHRA page.
Need a second set of eyes before you enroll?
We help you pressure-test network fit, prescriptions, county availability, and the final tradeoffs between close options, including a new plan if you are leaving UCare, at no extra cost.
